Abstract
The purpose of this research re-transmit the spirit of national project of Iraq after the waffle in tnayat political reality, economic and service-mzari had an adverse effect on the Iraqi scene, and inspired everyone that there are deficiencies in the structure of the Iraqi people, religiously and ideologically, nationally and ethnically in the non-response of democratic thought, the study refutes those hypotheses to be replaced instead by a hypothesis: that Iraqi could return to a prominent player for the role of stabilizer in the region and a model of democracy if the ruling political elites have adopted a national project that reassures him everyone. It is the premise of the study that proved the possibility to achieve by relying on several platforms such as analytical and analytical and most important of all, the inductive method.
