Abstract
This research aims to identify the nature of the state and its basic pillars, and then shed light on the concept of the failed state in terms of its origin, manifestations and indicators, and to stand on the classification of Iraq according to the indicators that were developed to measure the failure of states by official institutions, international organizations and researchers, as well as to clarify the reasons behind the failure of the state in Iraq since its establishment until 2015, and the solutions that we believe will strengthen the forces of attraction and reduce the forces of repulsion and be a way out of all that Iraq suffers from and avoid reaching a state of collapse. In order to achieve the goal of the research, the researcher relied on the functional approach of Harshon, which showed the internal and external functions of the state, the forces of attraction and the forces of repulsion and their role in the cohesion and unity of the state or its disintegration and fragmentation and then reaching a state of failure and collapse, and the historical approach and the analytical approach. In light of this, the research reached a set of conclusions, including the classification of Iraq as a failed state according to the indicators developed by official institutions, international organizations and researchers. Behind the state's failure and stumbling in performing its internal and external functions are a number of historical, economic, social, political and security factors, in addition to the British and American occupation of Iraq. These factors combined have effectively contributed to Iraq's descent into a state of failure, which requires the development of a set of solutions at the internal and external levels that represent a lifeline that saves Iraq from falling into the danger of fragmentation and division, and then collapse if the failure continues.
