Abstract
The study illustrates the reality of Egyptian life, represented by the deteriorating social, economic and political structure, which created a special situation and new ideas among Egyptians. An elite of Egyptian society, represented by employees, intellectuals and journalists, began to think seriously about reforming the poor social and administrative reality and then obtaining the greatest amount of rights to live in freedom and dignity. Within these circumstances, the personality of Mahmoud Sami Al-Baroudi emerged to read the social and administrative reality in Egypt and then to set precise reform frameworks, even if simple in some aspects, but he wanted to bring about some kind of social reform. After that, his political and party work developed to include his ideas in the overall general conditions in Egypt, which prompted him to join the ranks of the national movement and participate in establishing political parties and associations that would resist tyranny and foreign intervention, which is what the cultural and political elites in Egypt were famous for.
