Abstract
In the past, the idea of an authoritarian regime that practiced tyranny and oppression prevailed, and there was no existence of individual rights and freedoms. After the end of this period, the ideas of democratic systems appeared, which are based on the principle of separation of powers. This is the modern concept of exercising power according to the standard of democratic systems. However, this principle does not mean that there is no overlap between these powers, as there is a relative overlap between the powers (legislative and executive). The manifestations of cooperation between the executive and legislative powers are evident in their participation in exercising many functions in the state. The executive authority participates with the legislative authority in legislation by proposing a draft law, discussing it, issuing it, and publishing it.
