Abstract
Naturally, from time to time, the state is forced to take legal measures to achieve harmony between political conditions appropriate to the requirements of the land or time. When governments in political units that contain contradictions are unable to achieve this harmony, and if they are unable to eliminate internal contradictions, a popular uprising takes place to correct the situation, or revolutions take place to reconcile requirements and procedures, between what is actually happening and what should be done based on the requirements of the land (space) or time, with what these two dimensions carry and the ability associated with them to influence reality on the ground.
