Abstract
Human development is the most important component of comprehensive development because trained and educated human resources form the backbone of economic, social and administrative development. When these three areas interact positively, they lead to the launch of the development process. Therefore, the weakness of human resources in Iraq constitutes the most prominent obstacle to development, and this represents the research problem. To raise the level of education, training, expertise and technical capabilities of these resources, attention must be paid to the education sector, and this represents the research hypothesis.
