Abstract
The phenomenon of informal settlements has become an integral part of urbanization in most cities in developing and Arab countries, as these cities have been unable to provide adequate housing for their populations. This is due to the lack of clear housing policies in these countries. During the second half of the 20th century, the shift in the population distribution between rural and urban areas was clearly towards cities, with the urban population exceeding 50% in many countries. This has made it difficult for these countries to provide basic urban services, including adequate housing. As a result, informal settlements have proliferated as a form of self-help housing, a solution that individuals resort to when the state fails to address their housing needs. This phenomenon is widespread in most Arab cities; for example, in Syria, the percentage of the population living in informal settlements is 10%, and in Egypt, it is 26% of the urban population.
