Abstract
In this study, we examined Imam Ali's (peace be upon him) philosophical perspective on taxation, given that taxation forms the backbone of the Islamic state's budget. From these tax revenues, stipends for Muslims, salaries for soldiers and government officials are disbursed, and the various needs of the state are met. Taxation held a significant place in Imam Ali's (peace be upon him) thought; he believed that the proper administration of taxes and their equitable distribution would contribute to the well-being of all segments of society. Therefore, Imam Ali (peace be upon him) did not focus solely on tax collection, but rather on developing the land and empowering the people. He understood that focusing solely on tax collection would deplete the land's resources, and neglecting the people would erode their sense of responsibility towards their nation, leading to a lack of loyalty and creativity, as their relationship with the state would then be reduced to merely paying taxes. From this perspective, Imam Ali (peace be upon him) emphasized the development of human and economic resources to foster a strong bond between the state and its people; this was his vision regarding taxation.
