Abstract
Primary education is the foundation of the educational system of every country, so it aims to shed light on the primary education service in Iraq because of its great importance in building the promising generation. The research problem: What is the picture of the distribution of the primary education service at the governorate level? Is the disparity in the distribution characterized by justice, or does the disparity clearly and transparently reveal the justice in the disparity of this service from one governorate to another?
