Abstract
During the rule of Tsar Alexander I (1801-1825), Russia witnessed a remarkable development in education, literature, and the arts, especially in the first half of his rule, as education was a bright spot in local policy. In the first years of his rule, education received a high priority in official plans and activities, and he established five universities and a number of schools, which was reflected in the development of literature and arts and the emergence of a number of Russian writers and artists. The research aims to shed light on the most important educational and cultural developments in Russia between the years (1801-1812) because this period is considered the most open and diverse in terms of goals in education and culture. The liberal policy of the short Alexander I, which characterized the first half of his rule, differed greatly in the second half of his rule, due to his arrogance regarding his international role in eliminating Napoleon.
