Abstract
Initiating a criminal case is within the jurisdiction of the public prosecutor, the victim, his legal representative, or the victim of the crime. However, the Iraqi legislator restricted this jurisdiction in some crimes, as it explicitly stipulated that a complaint should be submitted by the victim in some crimes in order to allow the competent authorities to proceed with them.
