Abstract
Iraqi Universities since along time gave a priority to studying the biography of the characters, for its large impact in disclosing the cryptics and facts of those characters, in the purpose of thoroughly studying their scientific and ideological outcome, this research is considered to be a continuity to what researchers have done in the revelation of the figures in the centers, and the study of their biographies and influence upon the academic and practical fields and acknowledging their favor on generations of academics. Thus Dr. Abdull Razaq Al-Mutlak was one of those who gave a lot for higher studies in and out of Iraq and threw his scientific specialism in his long prosperous life filled with very abundant scientific outcome.
