Abstract
In this study, the researcher focused on tracking the occasions in which the call to shura appeared as one of the most acceptable mechanisms in public opinion regarding the transfer of power in the Arab Islamic state, a mechanism that remained in its theoretical framework and did not see the light except in a single experience throughout the Islamic experience in governance. It seems that this experience (in its age form) was the one concerned with most of the applications that appeared in the Rashidun and Umayyad eras, and that the public opinion understood them in that form. , The researcher has noticed that the call to the Shura increases during the days of unrest and declines during political stability, especially after the power was transformed into a hereditary ownership transmitted by direct inheritance, especially during the days of Abd al-Malik bin Marwan and his sons, but it reappeared again when the Umayyad king in his last years.
