Abstract

During the term of President Boris Yeltsin's rule (1991-1999), the Russian Federation witnessed important external changes, which represented Russia's attempt to play an active role in foreign affairs, including achieving integration with the West, as openness to the West and improving relations with the United States of America was one of the options it adopted. The Russian policy elite is to return to the international pattern, emphasize the importance of national security in the Russian foreign political discourse, and begin to develop political and military strategies to confront external threats represented by the Chechen problem, and the expansion of NATO to the east. At the same time, we can refer to President Yeltsin's great efforts in that field.
