Abstract

Years have passed and Iraq continues to suffer from a severe crisis in the provision of electricity, most of the steam stations in it were made in the 1970 s and suffer from consumption and lack of maintenance as a result of the conditions of the Second Gulf War, these stations were subjected to a number of military strikes that led to severe damage as well as the economic sanctions that prevented Iraq from importing spare parts to repair these stations and the obsolescence of transportation and distribution networks, which were repaired by cutting off Second-hand or homemade spare parts and Iraqi cadres, after which the problem of providing fuel for these stations began with the continuation of the years of siege and the decline of oil production and the suspension of the work of refineries at that time, which affected the work of the stations, In order to address the lack of electricity during this period, the programmed cutting system, which continued to this day, was introduced, and successive governments took over Iraq after the downing of the regime, this heavy legacy, which had to be radically clear, despite the volume of investments allocated to the electricity sector in Iraq annually - which amounted to more than $80 milliard between 2003 and 2019 - is never compatible with the resulting electricity, as The funds allocated to the development of this sector are equivalent to the development of electricity in four countries the size of Iraq. Therefore, the solutions put forward are incompatible with Iraq's existing economic potential, nor do they comply with environmental legislation calling for reducing the use of fuels polluting the environment.
