Abstract
Civil defense services are among the services of great importance as they are related to the lives and interests of community members. The provision of these services with sufficient efficiency and high efficiency gives the individual a sense of reassurance and satisfaction with the quality of life he lives. From here, the idea of researching the ways of the reality of civil defense services in the cities of Al-Rumaitha and Al-Khader, as they are among the important urban centers in Al-Muthanna Governorate, and focused on addressing the problems that these services suffer from, with the aim of achieving higher efficiency, quantitative, qualitative and spatial efficiency.
