Abstract
The universality of the message carried by the religious authority was one of its objectives in its foreign policy, because the concept of diplomacy is applied to the behavior taken by some individuals in order to bring about some changes in the policies taken by some governments. This necessitated the authority’s recognition of open-door diplomacy in its relations with others, and its rejection of the policy of isolation and closure. Therefore, this research addressed a very important issue in the field of authority diplomacy. The researchers concluded that the religious authority has the merit of precedence in establishing the foundations of the principles of diplomacy, as Sheikh Muhammad Taqi al-Shirazi, Sheikh al-Sharia al-Isfahani, and Muhammad Reza Muhammad Taqi al-Shirazi established this diplomacy and made it a model in the example through official memoranda of a diplomatic nature that reviewed the tragedies of the Iraqis and exposed the oppressive practices of the British occupation forces. The Iraqis aspire to freedom, independence, human rights, and respect for minorities, and to demand basic rights and fundamental freedoms that are inherent in all human beings and are non-negotiable and apply to everyone within a framework of equality, dignity, and safety, and that every nation is free and equal in terms of dignity and rights, which the world recognized in the middle of the twentieth century.
