Abstract
The constitution defines the state’s powers and all these authorities must be subject to it, that is, they do not exceed or deviate from it, and the constitution establishes it (the established authority) by breaking the Seine, and that the state’s authorities, as well as the state itself, are considered an institution of institutions operating under the principle of legitimacy. The Foundation to break the Seine is more supreme than the laws and legislations issued by the institutions emanating under it in different ranks.
