Abstract
legal justice. It is the duty of the jurisdiction of the international criminal judiciary to confront acts that pose a flagrant threat to international peace and security and that threaten the stability and safety of the international community. The crimes of armed groups from outside the state had to be confronted and which have become a real threat to the safety and stability of the international community. States are targeting all their joints, especially their security and stability, and the repeated attacks on lives and properties, clear and explicit, most of which were in the form of international crimes. Confronting them requires activating the provisions of criminal responsibility against their members, which are a means to respect for the law in armed conflicts, especially in light of the increasing activities of armed groups and the presence of factors that help On its emergence and concentration, including, the lack of security, the disintegration of societies and the increase in internal armed conflicts, which were marked by repeated violations of human rights and the absence of compliance with the law, and thus the increased risk of armed groups from outside the state.
