Abstract
The Minister of the Navy, Alfred von Tirpitz, was not aware of and knowledgeable about sending the cruiser Panther to the Moroccan port of Agadir, It was sent at the behest of Kiderlen Wachter, so he chose and Bethmann Hollweg, as the purpose of this maneuver was to obtain compensation by the French, while the Minister of Navy Tirpitz was not aware of this He was out of service for the summer vacation.
