Abstract
Indeed, the building-state of the Iraqi after 2003 has based on the identity of sect or sect rather than national identity, especially as Iraq is characterized by social-pluralism. The features of the state in Iraq had absent due to the succession of dictatorial regimes, especially after the collapse of the Baath regime. Hence, the Iraqi political decision-maker must depend on strategy that contain and bring all the energies and potentials in order to build this tenuous state especially as social and ethnic pluralism prevail in all parts of the country. The article focused on the social pluralism that generates to differences and visions caused many problems which hindered the building of a state with the absence of political-consensus (consensual democracy). It is necessary to find solutions that lead to the establishment of that state as a national basis, rejecting economic and social exclusion, and then uniting the views of the political decision-maker to establish a constructive Iraqi national identity. Finally, the article also focused on the most important foundations for the success of the foundations of building the Iraqi state after 2003, such as political and economic reform.
