التنظيم القانوني للسجلات الانتخابية في العراق: دراسة تحليلية مقارنة
Abstract
It is clear to all the importance of the elections at the present time as the main means by which the peaceful transfer of power can be guaranteed as a manifestation of democracy. This is especially important in countries that adopt the parliamentary system, especially the newly democratic countries. The various aspects of the electoral process, perhaps in the forefront of those aspects is the stage of organizing electoral records, because the presence of names in the register of voters is a condition for the exercise of the right to vote, which requires that this aspect be covered by guarantees that the accuracy and integrity of the voter register as the first building on which the legitimacy of the electoral process is based, both in terms of the rules governing registration in the electoral records and in terms of substantive guarantees of the integrity of the electoral records. In view of the importance of the subject, on two chapters we devoted the first chapter to the definition of what the electoral records, while we discussed the second chapter is rules of registration in the electoral records and then concluded the conclusion, which included the most important findings reached and recommendations.
