Abstract
Civil defense services are considered as one of the major services that Urban Planning highly takes into consideration in designing or developing any city because of its direct connections with the protection of the lives of people and their possessions. Starting from this point, this research study comes to deal with studying the placement of the present and ideal centers for civil defense in Samawa city since it experienced great building and landing development due to its inhabitants increase by using (Mean Center) in the technology of Geographical Information Systems (GIS) and also depending on the population size average in each district of the city, which is the basic factor for which the services were being established. Moreover, the sites of the present centers have not taken the present population size average of the city in distributing these services. This is shown through the ideal centers that are defined in this research.
