Abstract
The research aims at studying the primacy of Al-Samawa city over other cities in Al-Muthanna province. The study has been done using certain parameters that can be used to measure such primacy. It is shown that there is a high concentration of population in Al-Samawa city according to the census of 2016. Moreover, the urban system in Al-Muthanna province is characterized by the phenomenon of the primate city, i.e. Al-Samawa city, which contains a high rate of population, small urban centers as well as the absence of the hierarchical gradation. The reverse pattern of primacy is the urban balance, which is measured by the rank-size rule, is not predominant in Al-Muthanna province because the size of the primate city, i.e. Al-Samawa city, largely exceeds the size of the next largest city in this province. Additionally, the same result is achieved by applying other parameters of urban primacy such as the priority parameter and Jefferson parameter. All these parameters affirm that there is no urban balance in Al-Muthanna province; Instead, there is an increasing urban variation between Al-Samawa city and other cities in the province. Finally, certain procedures are recommended to achieve balancing in population distribution.
