موقف الإسلام والقانون من ظاهرة التجاوز العشوائي في مدينة البصرة أنموذجاً
Abstract
This paper investigates the attitude of Islam and law towards random housing on sidewalks and yards...etc which has become a prevailing phenomenon in most cities of the word including Basra. The reasons behind this phenomenon are: increase of population, the small number available of housing units, stores and markets for long periods of time and weakness of municipality control to enforce the effective law. The majority of those who do not adhere to the law are also violating religious rules. Also this subject is not mentioned as negative in mosques, Hussaingat and the media to clarify it. All the above mentioned reasons make violators continue in their wrong doing without any concern to religion or law. Consequently, random housing is continuously leading to more environmental, political, social and moral problems.
