Abstract

There is no doubt that drug crimes have become a major challenge facing the state, alongside terrorism, in addition to being a source of financing terrorism financially through the financial resources that can be obtained from drug trafficking and humanly through the exploitation of drug addicts and recruiting them to carry out terrorist operations. These crimes also take on different political, economic, social, security and health dimensions that are not limited to one country but include all countries. What increases the size of the problem is the technological progress and development witnessed by the means of transportation and communications used by drug dealers to commit their crimes. Criminal confrontation is also not sufficient to eliminate this dangerous scourge, especially if we take into consideration that the perpetrators of these crimes seek to conceal their crimes and circumvent legal texts to escape punishment. Therefore, it has become necessary to find means and procedures that contribute to preventing the commission of these crimes, which requires the concerted efforts of the various state security, health, educational and media agencies in combating this serious danger by activating the role of the administration in exercising its administrative control powers that are capable of protecting the public order from the danger of this phenomenon that has begun to destroy society and undermine its economy. It erodes his social structure and value system.
