Abstract
The research discusses the problem of the prevalence of force in the international community, despite the development that has been achieved by the establishment of legal rules governing this society, especially in the Charter of the United Nations. Expressly prohibits the use or threat of force in international relations except as an exception or as imposed by international necessities. This raises questions about the reasons behind the use of force and focuses on the responsibility of the international community and the United Nations in this context. Stressing in the final result the need for the emergence of a new international organization to avoid the shortcomings and mistakes to achieve international peace and security.
