Abstract
The constitutional texts and legal legislation of each country differ in the way they present freedoms and the guarantees they establish and the restrictions they include within them, because some freedoms are absolute and some are restricted. The public office deprives the public employee of his political freedoms that he should enjoy like other individuals and in accordance with the legal guarantees, which requires finding a state of balance between the negative duties of the public employee and the extent of their impact on the exercise of his political freedoms.
