Abstract
This research deals with the issue of Kuwait, which is one of the crises linked to the contemporary history of Iraq; Due to the large number of Iraqi rulers who claimed to rule it, since King Ghazi and Nuri Al-Saeed reign until the leader Abdul-Karim Qassim, as they considered it as an Iraqi land clipped by British colonial rulers after World War I, and that it must be attached to the motherland via a military solution or diplomatic means. This was subsequently affected Iraqi-Kuwaiti relations until the fall of Abdul-Karim Qassim 8 to 9 February 1963 and the leadership turned to be for Al-Baath Party; And that same year there was much improvement in the relations between the two countries as a result of the new Iraqi Baathist government's recognition of Kuwait as an independent state. All of this goes back to the political role played by Talib Shebib; External first Baath government minister in 1963 who ended the crisis through several secret communications and diplomatic agreements that came in a strange way. However, this is the reason why this subject is chosen to study the role played by Talib Shabib in resolving this crisis.
